Under FIFA rules, a red card carries an automatic one-game suspension, which should have kept Balogun out of the crucial match against Belgium. Instead, FIFA suspended the ban "for a probationary period of one year" and fined Balogun $40,000, letting him play in the Round of 16—a move widely seen as unprecedented since the days of Brazil’s Garrincha in 1962.

The process drew greater scrutiny after President Donald Trump confirmed he had called FIFA president Gianni Infantino to ask for a review of Balogun’s suspension.
